  • Primarily associated with water resources and environmental engineering.
  • Project Manager, Andersen AFB Open-End design contract: Managed 12 design delivery orders on open-end contract, ranging from major repair projects, to energy conservation/environmental projects.

Deputy Base Civil Engineer
Andersen Air Force Base, Guam
March 1989 - May 1992

  • Held the highest ranking civilian position at Andersen as Deputy Commander of a 650-pesron civilian/military squadron.
  • Directly supervised the programming, acquisition, construction, maintenance, operations and repair of all Air Force land and facilities, with an annual budget in excess of $50 million.
  • Justified and communicated facility and infrastructure needs to higher headquarters that resulted in a more than threefold increase in contract funding levels.
  • Intimate knowledge of Guam's environmental issues.
  • Directly responsible for environmental programs including sold waste, environmental assessments, underground storage tank (UST) program management, PCB and asbestos management and wildlife issues.
  • Organized and directed an environmental staff that provided environmental guidance to the entire base and its population.
  • Administered the Defense Environmental Restoration Account (DERA) program at Andersen which included contract characterization of the ground water at the northern end of island.
  • Met and negotiated with land-owners, local regulators and politicians on all facets of the Air Force's environmental protection and abatement programs affecting the island of Guam.
  • Ensured strict compliance with construction contract specifications - established a rigid quality control program that resulted in improved quality of facilities and customer satisfaction.

September 1986-March 1989

  • Advised the Base Civil Engineer on manpower and financial matters.
  • Responsible for, and improved, the productivity of squadron similar to the one above. Overcame a 6% budget reduction by implementing numerous personnel and equipment cost-savings programs to include increased use of computers.
  • Developed the first program in the Air Force to effectively schedule and manage preventive maintenance of base equipment.
  • Division rated as the Best in the Pacific Air Forces.

Industrial Engineer
Patrick Air Force Base, Florida
April 1985-September 1986

  • Management consultant to the Base Civil Engineer with the primary responsibility for acquisition and distribution of microcomputers.
  • Instituted an extensive program for the use of microcomputers within the squadron and personally trained over 200 personnel on their use, greatly improving the productivity of the squadron.
  • Saved nearly $1 million per year by streamlining operations and contracts, in addition to ensuring all reimbursements were received.
  • Provided guidance and assistance in manpower matters.

Industrial Engineer
WALT DISNEY WORLD COMPANY and WED ENTERPRISES, Orlando, Florida
September 1980-April 1985

  • Implemented management programs in Resort and Theme Park Maintenance activities.
  • Determined staffing levels, inventory requirements, budgets, space utilization, and implemented a computerized work order and preventive maintenance management tracking system.
  • Conducted studies on space utilization, maintainability, transportation requirements, and staffing levels throughout Walk Disney World property that resulted in substantial cost savings.
  • Developed and implemented a company boiler code when no state requirement existed.
