APIL MISSION STATEMENT - Adopted July 31, 1981


The Association of Pacific Island Legislatures mission is to organize a permanent association of mutual assistance by representatives of the people of the Pacific Islands.

In recognition of the need for policy makers of the Pacific nations, states, and territories, to meet periodically on a regular basis to consider matters of mutual interest in areas where regional cooperation, coordination, exchange and assistance would help individual governments achieve their goals through collective action, it is proposed that a mutual assistance organization be formed by representatives of those Pacific Island people who express willingness to join together in an association structured with sufficient capability and permanence to address, in depth, the substantive regional and international issues facing the emerging Pacific governments.

These issues may include, but are not limited to, those arising in the areas of Resources and Economic Development, Commerce, Legislation, Energy, Regional Security and Defense, Communications, Cultural Appreciation, Health and Social Services, Education, Agriculture, Air and Sea Transportation, Aquaculture, Sports and Recreation, Youth and Senior Citizens, Tourism, Finance, Political Status, External Relations, and Development Banking.

To advance this interest, it is further proposed that representatives from the law-making bodies of the Territory of Guam, Republic of Belau, Commonwealth of the Northern Mariana Islands, Republic of the Marshall Islands, Federated States of Micronesia to respectfully include the States of Ponape (now Pohnpei), Truk (now Chuuk), Kosrae and Yap, who are recognized prominent among prospective members of the proposed mutual assistance organization, be invited to join deliberations during an organizational planning session to be convened for this purpose beginning November 23, 1981 in Guam, at which time specific organizational proposals will be considered and adopted.

APIL OFFICERS 2005-2006 TERM


Senator Joanne M.S. Brown
APIL President

Joanne Marie Salas Brown is the daughter of James Albert and Rosita Salas Brown of Pago Bay. Her grandparents are the late Maria Ignacio Perez and Jesus Lujan Salas and Margriete Geary and James Albert Brown,Sr. Born and raised on Guam, Joanne graduated with honors from Notre Dame High School in Talofofo in 1983. She graduated Valedictorian and Summa Cum Laude with a Bachelor of Science degree in Political Science from the University of Guam (UOG) in 1987. While a student at UOG, she was the first youth representative to be elected to two consecutive terms as the Youth Speaker of the Tenth and Eleventh Guam Youth Congress. Joanne pursued higher education in Honolulu and acquired a Master of Arts degree in Political Science from the University of Hawaii at Manoa in 1988.

Joanne began her public service career in 1989 as a Staff Assistant to Governor Joseph F Ada and also served as the Executive Director of the Guam War Reparations Commission. In 1991 she was appointed Deputy Administrator of the Guam Environmental Protection Agency (GEPA), the youngest and first female to serve in that capacity. In addition to her duties at GEPA, she returned to the University of Guam as an adjunct instructor of Political Science under the College of Arts and Sciences.

Joanne has been a member of the Association of Pacific Island Legislatures (APIL) - a regional legislative body with representative membership from throughout Micronesia - for the past six years. She previously served as first term President from 2004-2005, Vice-President from 2003-2004, Secretary in 2002-2003 and Treasurer during the 2001-2002. She is currently serving her second term as APIL President for the 2005-2006 Term.

Now, in her sixth term as senator, Joanne was chosen by her colleagues to serve as Vice Speaker of the 28th Guam Legislature, and as Chairwoman of the Committee on Natural Resources, Utilities & Micronesian Affairs. She has also served as the Legislative Secretary and chaired the Committee on Natural Resources during the 24th, 25th, and 26th Guam Legislatures. In the 27th Guam Legislature, Joanne serves as a member of the Committee on Rules & Health; Committee on Utilities & Land; and the Committee on Youth, Senior Citizens, Federal & Foreign Affairs, Veterans & Military Affairs, Human & Natural Resources.

Delegate William Ngiraikelau
APIL Treasurer

Hailing from Ngeremlengui State is Delegate William Ngiraikelau, who currently a Floor Leader at the House of Delegates. He was born in Koror State on July 31, 1951 to Ngiraikelau Beouch and Ngeruudes Ngiraikelau of Ngeremlengui, and has five brothers and eight sisters. Delegate Ngiraikelau is married to Edwina Kubarii Milong and they have four children, two girls and two boys.

Education background in chronological order: Ngeremlengui Elementary School; Palau High School; and finally Black Hills State College in South Dakota where he earned his Bachelor of Science Degree in Business Administration.

Before his election to the House of Delegates of the 4th OEK, he was a member of the Second Ngeremlengui State Legislature as a Speaker. The congressman has held numerous positions as Accountant for the Trust Territory Government, Accountant for former Micronesian Occupational College (now Palau Community College), Manager of Palau Fishing Authority, Accountant at Civil Service Pension Plan (CSPP), and Accountant for the National Development Bank (NDBP).

His diverse work experiences served the Delegate well in the performance of his duties in the Fourth Olbiil Era Kelulau. Earning the respect conferred on him by his colleagues because he gets the job done, he was appointed Chairman of the Committee on Governmental Operations; Vice Chairman of the Committee on Judiciary and Law Enforcement and member to other Committees.

During the Fifth Olbiil Era Kelulau, he served as a Chairman of Money and Banking Committee; And during the Sixth Olbiil Era Kelulau he served as Chairman of Education Committee and Vice Chairman on Ways and Means Committee until March 2004 and became Vice Speaker; And now at the Seventh Olbiil Era Kelulau he is currently a Floor Leader of the House of Delegates and also Chairman of Foreign Affairs and State Relation Committee.

As a member of the track & Field representing Palau during the 1969 Micro-Olympics held in Saipan, Delegate Ngiraikelau participated in the 400 meter dash relay and other events. In the ensuing 33 odd years, no Micronesian has ever broken Delegate Ngiraikelau's record in the triple jump of 44 feet 10 1/2 inches, in which he proudly came home with the Gold Medal. For his outstanding athletic feats, the Government of Palau awarded Delegate Ngiraikelau with a Certificate of Honor as a true Olympian.


 

 

Senator Quirino I. Mendiola

As a third term Senator, Quirino I. Mendiola had the distinction of being the Chairman on Judiciary and Governmental Operations of the Standing Committee on Judiciary and Governmental Operations of the Third and Fourth Pohnpei Legislatures. As a member of the Fifth Pohnpei Legislature, he holds the position of Vice-Speaker.

Senator Quirino I. Mendiola is the youngest son of the late Mr. and Mrs. Buenaventura and Augusta Mendiola of Nett. He is married to the former Yasko Sumang of the Republic of Palau. The Mendiola's have six children.

Senator Quirino I. Mendiola is a graduate of Xavier High School in the State of Chuuk. He was recognized as an Honor student in Latin. He received his Bachelor of Science degree from Michigan State University.

Senator Mendiola's experience spans in the public sector many years. Prior to his first term in the Pohnpei Legislature, he was responsible for building the Fish Processing Plant of Pohnpei State as the Project Manager for EDA in 1988. He was the Director of the Department of Justice for Pohnpei State from 1984 to 1987. Senator Mendiola was the Chief of Immigrations of the Government of the Trust Territory prior to being Chief of Immigration and Labor of the Government of the Federated States of Micronesia. He was also a Pohnpei State Prosecutor for many years.

Senator Quirino I. Mendiola was elected Vice President of the Association of the Pacific Island Legislatures (APIL) in its 27th meeting, held in Tarawa, Republic of Kiribati, in March 2000 and was sworn in on March 24, 2000 in Pohnpei.

Senator Quirino I. Mendiola, during APIL's 20th General Assembly in Pohnpei, was elected as the APIL President for the 2001-2002 Term and was sworn in on September 29, 2001. Vice Speaker Quirino I. Mendiola was re-elected to a second term as APIL President during the 21st General Assembly held in the Republic of Palau in June of 2002.

Senator Mendiola is now acting as the APIL Adviser for the 2005-2006 Term.
