The Guam Board of Accountancy (GBA) is an agency of the Government of Guam, in the Northwest Pacific American territory of Guam. It is a member of the National Association of State Boards of Accountancy (NASBA) and administers the exam (via its contractor) produced by the American Institute of Certified Public Accountants (AICPA). Its purpose is to protect the public by certifying, licensing and regulating Certified Public Accountants and administering (via its contractor) the Uniform Certified Public Accountants Examination.
MISSION STATEMENT:
The purpose of the GBA, per its enabling legislation (22 GCA Section 35102), is as follows:
It is the policy
of Guam, and the purpose of this Chapter, to promote the reliability of
information that is used for guidance in financial transactions or for
accounting for or assessing the financial status or performance of commercial,
noncommercial, and governmental enterprises.
The public
interest requires
that persons
professing special competence in accountancy or offering assurance as to the
reliability or fairness of presentation of such information shall have
demonstrated their qualifications to do so, and
that persons who
have not demonstrated and maintained such qualifications, not be permitted to
represent themselves as having such special competence or to offer such
assurance;
that the conduct of
persons licensed as having special competence in accountancy be regulated in all
aspects of their professional work;
that a public
authority competent to prescribe and assess the qualifications and to regulate
the conduct of licensees be established; and
that the use of titles that have a capacity or tendency to deceive the public as to the status or competence of the persons using such titles be prohibited.

The primary responsibility of the boards of accountancy is to protect the public interest. The boards of accountancy fulfill that responsibility through many activities, including setting entry-level requirements for CPAs and ensuring that CPAs maintain continued competency. The authority to qualify candidates to take the Examination, administer the Examination, and issue grades and ultimately the CPA certificate rests with the boards of accountancy. To carry out these responsibilities while maintaining security, uniformity, and high-quality service, boards of accountancy:
